Also nerfs for Tracer, Junkrat, and Genji.

There's a new patch being tested on the Overwatch PTR, and this one has some pretty big changes. Primarily, it contains the long-awaited Hanzo rework, which replaces his Scatter Arrow with a new ability: Storm Arrows.
